and i find it unbelievable that the obama administration would even propose writing a rule book because they've continued more of the bush policies than they thought they would. >> yeah. >> absolutely. i don't know where they get off thinking they're the ones to have the moral high ground. >> the idea that they're pushing here, though, the idea behind this rule book was basically i what crystal was saying. we're comfortable making these decisions ourselves, makes these arbitrary and objective decisions ourselves. the bigger problem that i think we're ignoring here is that this isn't written anywhere that the president has this power. this is authority that bush asserted. this is authority that obama has asserted and i think there's legitimate grounds for debate of how much power the president has to order it. there's ledge migitimaclegitima. the strategy was to get the local population on our side. well, now you're dropping all these bombs. do you have significant civilian deaths. there's dispute how many there actually are. part of the problem is there's an accounts issue where we say

. the obama administration has said, you know what? let people settle this for themselves and instead the u.s. might way, we'll help you and control those ports to make sure weapons aren't being smuggled in. we will play a more aggressive role. that is the challenge for the obama administration, in the second term. whereas the first term i think they wanted a light footprint. >> chris: then there is benghazi. the president and -- let's talk about one aspect of this. we talked about the investigation for a long time. the president is expected to announce a number of top appointments, including cabinet positions in the coming days, conceivably some, it is report, as soon as this week, and, one of the questions is, and you see the two of them there, do you think he will take on this fight, and name susan rice to be secretary of state, bill, and if he were to do so do you think the senate will confirm her? >> president obama hasn't confided in me, who the secretary of state appointment is, i know that is a shock, i rather think he'll appoint her and i think, i'm not a huge fan of hers but i thi

they had going into this. everything that george bush did the obama administration said we'll do the opposite. if george bush led from the front we'll lead from behind. george bush went in on the ground from iraq, we'll go in from the air in libya. george bush used contractors to provide security. we use the libyan guys to provide security in libya. the problem was the libyans weren't up to the job. the administration looked at all these countries. they helped topple dictators, now they were dictators but pro-american dictators and kept peace with israel in place 40 years. now what are you seeing? country after country in chaos or electing anti-american, islamist muslim brotherhood leaders. bill: what you're arguing they took all the decisions and flipped them on their head 180 degree turn. >> yeah. bill: how is that working out. >> not very well but they have gotten away with it so far. you and fox news have been carrying out the call but no other mainstream media is paying attending. they didn't pay attention until it became a sex scandal with david petraeus and everybody paid

in bengha benghazi. this as a cnn/orc new poll shows the obama administration's overall response to that attack does not get high marks. 54% of americans say they are dissatisfied with how the attack was handled. foreign affairs correspondent jill dougherty is at the state department this morning. >> hey, christine. the bottom line, as i look through this poll, i think it says americans do not see a cover-up. that's the one thing. but there is a lot of confusion in this poll, i think, in terms of what americans think, you know, happened, didn't happen, don't forget this has been -- it is confusing. and, it has been highly politicized. so when you look at some of the parts of this poll, for example, you know, thinking it could have been prevented, 48%. 42% think it could not have been prevented. and it's very hard, i think, for americans, to figure that out. who knows unless you have the intelligence information, and all of that has not come out yet. the other thing, though, is that americans are really split. 44-44 over how the administration handled it. you know, did they handle
